SEM services

The Research and Advisory Services Directorate (RASD) provides tailored guidance and support to strengthen, modernise and professionalise the agricultural sector in Malta and Gozo. Our services are delivered primarily through the AgriConnect offices across the islands, enabling direct access to advisory assistance and sector-specific guidance for farmers and agricultural stakeholders.

RASD provides specialised support on business planning, strategic farm development, and the identification of funding opportunities, ensuring that farmers receive well-informed, practical advice that supports long-term competitiveness, innovation and sustainability within the sector.

Business Plan Support for Young Farmers and Farm Systems Review

Business Plan Support – Assistance is provided to farmers who are preparing business plans for Young Farmers support or to carry out Farm Systems Reviews. Eligible farmers may receive a €5,000 grant to cover the cost of business plan preparation through approved advisors.

Services include:

  • Support for Young Farmers – Up to €100,000 in lump-sum financial assistance is available to help young farmers establish a new holding or take over an existing family holding, reducing barriers to entry and stimulating innovation.
  • Farm Systems Review – A strategic evaluation of farm operations, productivity, infrastructure and finances, resulting in data-driven recommendations aimed at improving efficiency, sustainability and long-term development.

Application forms and the list of approved advisors are available at all AgriConnect offices, and through the official link provided on the RASD webpage here

RASD role in relation to SEM Services

RASD acts as the intermediary arm of SEM in Gozo, serving as the point of contact between farmers and SEM’s support structures. This ensures that Gozitan farmers remain informed of available funding calls and that their needs are accurately communicated to SEM.
